Position Summary

Reporting to Logistics and Export Control Manager, this position manages and oversees the day-to-day Export Controls and Research Securities activity at WCM. Additionally, the position supports Weill Cornell Medicine’s (WCM’s) compliance and conducts required inquiries and investigations.

Job Responsibilities

  • Provides oversight in drafting and implementing general export control guidelines for dissemination to the WCM community. Ensures compliance with applicable federal regulations/WCM policies concerning research compliance.

  • Manages the submission of license applications for licenses when necessary for the WCM community. Serves as liaison between the Export Compliance Team and other business units.

  • Oversees the logistics and collection of documentation required in preparation for quarterly Export Controls meetings. Maintains WCM Export Controls and Research Security website and the EC Manual.

  • Handles export control and research security audits issues by initiating investigations, drafting voluntary disclosures, conducts risk assessments, and remediating any issues to close out audits including implementation of corrective actions.

  • Reviews contracts and agreements to ensure export and import controls are in compliance.

  • Completes the assessment of shipments by determining the ECCN for items and their requirements for licenses and permits. Reaching out to regulatory agencies for assistance if necessary.

  • Presents complex and/or high-profile Export Control issues for review and deliberation.

  • Manages the WCM Travel Registry for approved international travel, raising countries of concern to the Director of Research Operations, and collaborating with the Office of Risk Management for any WCM related travel issues.

  • In collaboration with Cornell University’s delegated Export Control Officer at WCM, assists in the development and implementation of institutional procedures and training to support compliance with export control regulations and institutional policies.

  • Oversees the day-to-day export control issues, including performing Denied Party Screening.

  • Maintains export/import record retention in accordance with the Foreign Trade Regulations and WCM policy.

  • Prepares reports and metrics associated with export control and research security related transactions and activities.

  • Provides regulatory interpretation and guidance to WCM faculty and business units concerning requirements and obligations of exporting under US and International export laws and requirements.

  • Participates in the continuing assessment of the efficacy & efficiency of Export Control policies & procedures. Recommends and participates in the implementation of updates in accordance with regulatory changes and university and community best practices.

  • Serves as primary back up to the Logistics and Export Control Manager on all export and import control activities.

Education

  • Bachelor's Degree

Experience

Approximately 5 years of relevant work experience in healthcare or research compliance or operations with regulatory experience in a research-intensive university or hospital setting.

Knowledge, Skills and Abilities

  • Ability to effectively communicate with faculty and staff regarding compliance issues.

  • Clear demonstrations of technical, analytical, organizational, problem solving, and communication skills.
